Tharsis's local civil time is derived from the Arabia Terra reference (MCT) with a −08:40 offset. This is not an independent standard — it is a regional display derived from MCT.

Tharsis is confirmed as Mars's highest-elevation volcanic province. Available research indicates higher elevation correlates with thinner atmosphere and worse radiation shielding — the opposite of what a habitation-support case would need. An "energy/launch base" function is a theoretical extrapolation, not supported by the settlement literature reviewed so far.
